Unable to load chart demo files, causes error on validation #637

The schema for plugins and plugin diretive has to be modified in order to load the test files that include chart the plugins because right now they all cause errors when loaded. There are blank values and split characters the are required sometime and other times not depending on the type of chart.

can't have a y axis with no values presently as in a bar chart test file - chart-bar-config.json
