CalmHub: Publish Docker Image

Feature Request

Description of Problem:

@jpgough-ms is currently publishing an unofficial docker image to: Docker Hub.

This image is used as part of the docker-compose instructions.

Potential Solutions:

• Obtain a finos calm space/team on Docker Hub. We can do that ourselves, but @rocketstack-matt it might be worth us checking if there is a process for this in FINOS
• Link/register keys between GitHub and Docker Hub
• Add a GitHub action to publish to Docker Hub

We could also consider using an alternative image store.

We need to become an officially recognised FINOS project to get Docker Hub setup . . . I've kicked off the process here

@rocketstack-matt thanks for putting in the request. I think I can setup a GH Action to at least create the images - we will look at that with issue #714 and #723
