Turned off "services" but boosting services still showing up

Describe the problem

I unchecked "services" chat on all characters but BadBoy still presents the spam from it for me to deal with. I wasn't seeing this until recently but I don't recall exactly when it changed. I'm now having to go through all my characters and remove "services" totally.

What steps will reproduce the problem?

1. Being in game with "services" simply un-checked, not deleted.
