Problem statement: best way to encode claims for offering release agreement to users?
Technical meeting indicated that perhaps leave the specification as is for v1.0.
Proposal 1: splitting up the claims.
Proposal 2: scoped-based solution for full user control. Google has a PoC implementation to show this working with Ory Hydra and Auth0, although a change in splitter from "|" may be desirable.

Issue is complex and support within libraries and implementations poses some risk. At time of writing, Proposal 1 is not directly applicable due to the new Passport Visa format.
