Passport is defined as A GA4GH-compatible access token ("GA4GH Access Token"), as per the GA4GH AAI specification, along with the Passport JWT Claim.
I can't see why the access token should be part of the passport definition. It is a protocol construct and therefore belongs to the AAI OIDC profile. There are hardly any references to access token in the rest of this document.
As we have passports and visas defined in this document and the protocol messaging in the AAI OIDC profile, it would be elegant to stick to that split and off-load access tokens from this spec completely.
