import/export する際に、Dataflowのワーカー数の指定をできるようにしてほしい

WHAT

Dataflowのワーカー数（minNumWorkers, maxNumWorkers）やマシンスペックを指定できるようにしたい。

WHY

おかねが掛かっても良いからとにかく速くバックアップ／リストアできるようなっていると安心
