After running successfully, DROP sometimes re-runs if the pipeline is resumed

Description of the bug

After a successful and completed run of DROP (both AE and AS) sometimes it re-runs when the pipeline is resumed. It happens due to the way the files are inputed, as the order in which samples are supplied can change between runs. The more samples one runs, the more likely it happens (it is not an issue when only one sample is run).
