I think you need a Milestone to have the desired behavior? Either way it's a known issue: https://github.com/orgs/community/discussions/17308 |

The Noto development focus for Q2 2023 is on Tier 3 fonts. You might think that after tier 1 we would move onto tier 2, but if you remove Myanmar (which just needs a complete redraw), Tier 2 only has a very small number of issues outstanding, whereas tier 3 has 150 issues, so that's the place to make an impact:
