I can't reproduce this. Does the problem still happen for you in an incognito window, with all browser extensions disabled?

If so, what browser are you using, and can you share a notebook where this happens for you consistently?

I had the same problem, in google Chrome. I solved it by disabling the extension Urban VPN Proxy

thank you, i had the same issue and now it is working again after disabling the extension. Still wondering why because all my code and stuff still worked just fine before with the extension on.
