Feature Request: Support BIP353 Addresses

This plugin is the BOLT12-prism plugin, meaning a BOLT12 offer is ultimately needed to execute the prism logic. How one obtains the BOLT12 offer can be considered a separate problem. We could enable BIP353 address resolution. Supporting BIP353 essentially means that the plugin is going to trust results from the DNS, which is a different trust model. We treat unresolveable entries as an empty destination (meaning we are still tracking outlays, but can't payout)! We follow the caching and timeout rules provided by the DNS.
