Email Notification on Milestones

This is a lower priority task in which emails would be sent to admins when a volunteer hits a milestone so that they know when milestones are hit so that they can give out rewards would look like.

What this might look like:

• Finding a package let you send emails
• having a function to check a user's hours on submit to see if they passed a milestone
