Bug: Label count in issue template does not decrease when de-selecting label

Summary

When creating a template, de-selecting a label from the dropdown menu does not decrement the label count. In other words, when adding labels, the count increments, but when a label is removed (de-selected) from the list, the label count remains the same.

Steps to reproduce:

1. Open the dialog to create an issue template.
2. Add a label from the dropdown menu (label count increases).
3. Remove/de-select the label (label count does not decrease).

Actual Result

Label count does not decrease when a label is de-selected.

Expected Result

Label count should decrease when a label is removed to accurately reflect the number of selected labels.
