vagrant-heketi is not re-run save #28

OC commands mainly in https://github.com/heketi/vagrant-heketi/blob/master/openshift/roles/deploy/tasks/main.yml will cause issues if re-run.
Please add dependency checks so that these commands are only run if they are necessary
