Grandfathering requirements should apply to all unregistered media-types

I find that the text in paragraph 2 of Appendix A is only targeting unfaceted subtypes that should be registered as faceted. There are unregistered or improperly registered unfaceted subtypes that might need to re-registered as unfaceted. Such as media-types mentioned in ietf-wg-mediaman/procedures#6.

This text should therefore RECOMMEND that in all cases where the media-types are unregistered, missing a registration template or have unstructured templates, they should be re-registered if possible.
