Would be helpful to add TypeScript to the list of supported languages for protobuf bindings. Could be used as part of sigstore-js

@bdehamer we discussed this during our April maintainer's meeting, and our general consensus is that TypeScript is popular enough for us to host the bindings. Our cycles are relatively low at the moment, but we'll prioritize addressing this issue.
