how does wm(t)s capabilities link to metadata, when following metadata guidelines 2.0

In metadata guidelines v2, TG Requirement 1.3 it is stated that resource identifier should be filled using a URI (codespace&&code)

In view service technical guidelines 5.2.3.3.4.5 UNIQUE RESOURCE IDENTIFIER it is stated: "this identifier, can also be used as the unique resource identifier metadata of the layer."

Is there a formal way how to map authority (codespace) + identifier (code) in view service capabilities to a single uri as used in dataset identifier in dataset metadata?
