Describe the need

The codespaces resources and data sources that operate at the organization level should have documentation to say that they don't work with free organizations. This was known when they were added (#1729) so I'm not sure why this wasn't captured at the time?

It would also be useful to get a definitive answer about this as it could just be a defect?

It looks like the dependabot organization APIs also have this limitation.
