Support in Vagrant for IPFS-URLs

Someone had the idea before and created a ticket in the Vagrant repo, which got closed, not because of low interest, but because of implementation complexity (of all the options listed) and the time constraints of the team.

I thought somebody from us could invest some time and can get this feature implented - reading directly from IPFS would probably speed up deploys massively and guarantee full integrity of the data.
