Describe The Bug
The selection for the video quality does not show up if you don't have transcoding permissions. If the auto detection measures your internet speed wrong, you can't override the bitrate.
Steps To Reproduce
Revoke transcoding permissions
Go to playback settings
Expected Behavior
Bitrate selction should be available even if you are not allowed to transcode.
System (please complete the following information):
Platform: Linux
Browser: Firefox
Jellyfin Version: 10.9.10
Additional Context
In my current setup, I don't want that anyone is allowed to transcode videos (only direct streaming). Today I tried to watch a movie with a bitrate of 65 mbit/s. The playback failed, even though I have a 100 mbit/s connection. The only option I had, was giving me the permission to transcode, change the bitrate to 80 mbit/s and revoke the permission again.
