Closing #4003. These items are what still need to be done:
Resources:

Can't block seeing resources until the resource player has been built (Ticket: Resource player - so that a unique URL can be shared and lead people into JIgzi #3258)
Block the user from UPLOADING a resource:
Totally block uploading on FREE
Block after 5 resources have been uploaded on BASIC
