is "delegate trust to project" also a repo admin user story? #13

Currently, repo-to-project trust is established in a TOFU fashion as a consequence of the "Create Project" project maintainer user story. I wonder if this is a repo admin user story as well, as in "Repo admin wants to establish trust in new project".

looking at existing repositories: it's not a decision repository admins make. There are probably automated checks (like maybe typo squatting prevention) but project creation is typically a zero friction process and happens immediately
