solve the issue of listing targets in client when delegations are in use #18

Current client implementation only works because there are no delegations.

options are:

implement RFE: expose delegated metadata to client application theupdateframework/python-tuf#1995 in python-tuf and use that.
parse the metadata in the client code here (let's not do this)
add a "index.json" file: this moves the project->product->artifacts mapping outside of tuf -- and is what PEP-458 does for PyPI

I think option 1 is best if possible
