Unicef to provide credentials for SMTP

The changes in scenarios need to be brought to user's attention if the situation worsens over time.

We want to avoid being spammy so we need to do a trend analysis looking for substantive changes rather than one-off anomolies.

We also need update alerts if the sharepoint data hasnt changed by e.g. 15th of each month we can send an alert email to the responsible party to remind them that the sheets need to be updated - and then also continually run the ingestor nightly until new data has arrived (and send repeated reminders)

When the ingestor reads the sheet, if the month and year are not populated or are populated with month / year values that already exist, we should raise an email listing the rows that are at issue.
