I was wondering how can the scaler knows when it is safe to scale down the pods, if there's a long running task in the consumer, will the scaler kill the currently running pod when the message in the queue has reach below the target?

Ok, I've found some more info on this thread https://github.com/kedacore/keda/issues/157, is there any sample on how to use scaledJob with rabbitmq scaler?
