it over default configs on arm, arm64 and x86.

Closes kernelci/kernelci-project#422

The jobs for arm64 and x86 are being created new as different fragment
is needed. As no extra fragment for arm needed, the older job definition
is appended with chrome-platform tree.

The job for arm64 is being created as there is no other suitable job
with only arm64-chromebook. (There is kbuild-gcc-12-arm64-chromebook-kcidebug
which has kcidebug fragment.) No need to create job for x86 as
kbuild-gcc-12-x86 covers it. Specify chrome-platform tree in
kbuild-gcc-12-arm-multi_v7_defconfig.
