Hi,

I need clarifications about the effects of declaring war to a country by country because i'am not sure about who can make what. I'am on a game right now, turn three is beginning for Germany and no one has d�clar�s war on anybody. We need your lights to continue the game huh

Exemple

Country Name 1
Germamy
Begins at war with : ......
UK/France/ANZAC(You might as well count the dutch too).
May declare war to :
USA, anytime, USA can declare war on Italy/Japan/Neutrals.
Russia, anytime, Russia can declare war on Italy/Neutrals.
China, anytime, no effect.
Country name. Conditions. Effects on others country

May they invade neutrals (friend, strict and enemy) when at war, at peace or both.
Can attack/take over pro-axis/pro-allied neutrals at any time, can still declare war on true neutrals.
Country name 2
Russia
Starts neutral with all sides.
Can declare war on Japan at anytime, this has no effect on any other politics.
Cannot move into china unless at war with Japan.
Can't do anything with neutrals, Germany, or Italy until at war with Germany or Italy.
Russia may only declare war on Germany/Italy if London falls to the axis, if it is the start of round four, or if it was declared upon by Germany or Italy.

Japan
Starts the game at war with China.

  1. May declare war on russia at any time, has no political effects on any other country.
  2. May declare war on france at any time, has not political effects.
  3. May declare war on UK/ANZAC at any time, if japan declared first, this allows the US to declare war on any or all axis nations on its next turn, if UK/ANZAC declare first, then USA can't declare because of it.
  4. May declare war on USA at any time, US can declare on any or all axis nations on its next turn.
    (If Japan claims fic, declares first against UK/ANZAC, or is at war with US, it loses the +10 NO for peace).

Japan may not enter Dutch territories without being in a state of war with UK/ANZAC.
May invade neutrals at any time.
(If Japan attacks a russian controlled territory bordering mongolia, mongolia turns russian and all mongolian units turn russian as well. If Russia attacks a japanese controlled territory bordering mongolia, or attacks korea, then the mongolians will stay neutral, thus allowing Japan to attack the border territories without worry.)

USA
Starts Neutral.
Can't declare war on anyone until either:
A. London falls.
B. Canada is invaded.
C. Japan declares first against UK/ANZAC.
D. US is declared upon by any of the axis powers.
E. Its collect income phase of turn 3.

If any of these conditions are met, US can declare war on any or all axis powers.
US can attack/claim neutrals after it is in the war.

US naval vessels in the Atlantic can only stay within a seazone adjacent to american controlled territories.
The exception is that non transports can go to sz 102.

US naval vessels in the Pacific can go anywhere, so long as they don't end their movement within a seazone adjacent to a Japanese controlled territory.

Can't claim a dutch territory unless an axis power had control over it first.

China
Starts at war with Japan
Can't declare war on any other nation and can't leave china, the fighter can't even fly over a sz.
(Only 2 exceptions is that china can move units into Burma or Kwangtung).

Allied units have to be at war with Japan to enter China.

UK/ANZAC

Politically tied, if one power is at war with a nation, then the other is at war with the same nation automatically.

Starts the game at war with Germany/Italy.

Can declare war on Japan at anytime, has the effect of Japan being able to attack UK/ANZAC/Dutch territories with the US unable to declare in response.
Can't move into china unless at war with Japan.
Can claim/invade neutrals at any time.

Dutch territories can be claimed by UK or ANZAC at any time by moving, at least, 1 ground attack unit(Inf/Mech/Art/Tank) into the territory during non-com. Since the dutch are technically, allied with UK/ANZAC, UK/ANZAC can land planes on dutch territories that were just claimed on the same turn.

Italy
Same as Germany(See above)

France
Starts at war with Germany/Italy.

Can declare war upon Japan at any time, no effect.
Must be at war with Japan to move units into China.
Can attack/claim neutrals at any time.

Etc.
