Leo Multiple District Structure

The Leo Multiple District structure needs to be implemented.
This would be

• Top Level: Multiple District with all MD officers. In additional to the existing system we should be able to add the responsible MD person for a district. One MD Member can be responsible for more than one district. The same has to apply for Committees. One MD member can be responsible for more than one committee.
• District level: District with all officers. In additional to the existing system we should be able to add bank account information and district informations like "webpage", "email".
• Club level: Clubs with all officers and informations about the club. See existing system
