Introduce Admin Menu / Function
- Possibility to add new Clubs / Districts (Mandatory fields to be defined)
- Administration of Reports (Define, Assign to Roles)
- Add/Update/Delete officer function
- Add/Update/Delete profile fields and categories

News and Message function will be defined separately
