Is your feature proposal related to a problem? Please describe.
Device rules need implementing.

Describe the solution you'd like
Add device rules that can trigger actions. The rules will create a subscription which will send a notification to the relevant IoT agent in the event of a change, the IoT agent will retrieve the rule and execute the relevant action.
