Wanted change

I would like FreeDNS to be added as a cert plugin.

Reason for change

FreeDNS is a beneficial DNS provider because it allows a lot of features like dynamic DNS and http to https redirects on their free plan. They are already compatible with certbot (https://pypi.org/project/certbot-dns-freedns/) so it shouldn't be too tricky (I hope).
