Allow details on local observations #80

Currently local observations can only be added as integers.

Instead make these to use same system as when saving migration observations, so user can record age and plumage information.

No need for times, migration directions or other fields reserved for migrating birds.

Are more detailed specs needed; how different information types are defined in the system?
