sorry I don't know how to build docker image.
but you can install termux on Android and use pkg i proot-distro then install Ubuntu in it.

but searchd still need create the directory manually. see attachement

This is expected, since you are supposed to run Manticore via systemd which creates the directory -

the instruction in manual is easy to follow in a new system.
if use dpkg and partly broken, needs run apt --fix-broken install.
Both methods needs create directory by hand to run searchd.
