Unable to get tiles to serve

I followed the instructions for tileserver-php and I can drop the packed version of 2017-07-03_north-america.mbtiles into the directory where tileserver.php resides, but I only get a black map with all the tiles fetches returning 204. If I try to use mbutil to unpack the mbtiles file into the same location, I get an error with the metadata json file and a mangled web display.

Any hints?

Just noticed the additional steps at the bottom of this page -https://openmaptiles.org/docs/host/tileserver-php/
Guess I will try that...
