Support delayed first booking for class booking plan

Currently, the classes are booked as soon as possible based on the current booking plan. It would be convenient to support the concept of "do not book this class before this occurrence". The web client could implement this by noting the active week (in the navigator) when the class is selected, and somehow make it clear that the class will not be booked before this.
