[issue-linker] Remove outdated PR content

Each time we get PR data, we get a complete copy of the PR -> issue references. However, we don't know what information in the DB came from the previous PR info so we can't remove outdated information (e.g. when PR is edited). To fix this, we'll need to add PR -> issue info into the DB.
