Allow beacons to sign up programmatically provided they implement the API requested by us.

Currently we are developing a dynamic beacon registration system allowing you to create beacons + beacon organizations ontop of a custom set of BeaconDatasets @runtime.

However, I haven't been able to find out how to register my beacons, and seeing this issue, it is not possible for me to do so yet?
