[Backend] technical debt, event emitters

We should use a library for backend internal event emitters / receivers, current implementation doesn't use any thing and leads to a lot of circular import issues.

This is not a priority, this isn't a blocking point (current implementation works), opening this tickets so that we don't forget to do it some day.
