integrate new method for returning unique id for new Media Cloud index

This library helpfully adds in the unique story id hash (in _match_to_row) for the new Media Cloud index. However, that logic is not centralized in the metadata package's urls.unique_url_hash method. We need to switch this library to use that logic for consistency.
