User Story

As an infrastructure service provider with a variety of hardware plugged in using various degrees of consistency (i.e very inconsistent), being able to determine which links have a carrier signal (and to where) allows for dynamic generation of network_data.json for simple topologies.

@kplimack would you be willing create a design proposal fort this ?
During triaging we have also discussed that there is a related PR already #1167 but the community would not support putting LLDP info into BMH status so a separate CR would be better in our opinion.
