As a result of https://github.com/ietf-ribose/bibxml-service/issues/59, all references to IETF as a document identifier type in Metanorma need to be replaced with RFC.

Update in relaton to generate RFC document type shall be 1.10.

Only metanorma-ietf is impacted, since only metanorma-ietf drops IETF prefix. I am going to drop either IETF or RFC as prefixes, since both have now been used in relaton-ietf: the former for I.-D., the latter for RFC.
