Update CLI ordering

To keep the CLI interface consistent across the whole of improver, we should specify ancil file, input cubes, kwargs. Currently we specify the ancil file as the final input, which works fine if the CLI only takes in a single input cube (as most of them), but for CLIs like map_to_timezones, this causes issues.
