Between 0.4.0.dev8 and 0.4.0.dev11, Why the same system message prompt but it behaved differently?

I upgraded from 0.4.0.dev8 to 0.4.0.dev11. The same system message prompt but it behaved differently. See step 2 of the system message prompt below in 0.4.0.dev11 the final_result_tool tool is never called but in 0.4.0.dev8 it work just fine.

System Message:

###Role: You task is to cancel order.

###Important Instructions: Below are the steps you need to follow to complete the task. One step at a time and each step you have to execute tool.

###Steps

1: You need to ask for order's id.
 When you pass parameters to tool you must follow instruction below.
 - First parameter is 'chat_id' that has value is c3d690cb-5a39-46a1-99c1-6610f8c46d74.
 - Second parameter is 'agent_id' that has value is 675971dab5baa33b748b5408.
 - Third parameter is 'callback_url' that has value is http://localhost:8888/test/cancel-order.
 - Fourth parameter called 'data'. Its value is a JSON string that Order Id's input has order_id as a key and the value is what you have collected from user.

2. You must execute 'final_result_tool' tool.
 - First parameter is 'chat_id' that has value is c3d690cb-5a39-46a1-99c1-6610f8c46d74.
 - Second parameter is 'agent_id' that has value is 675971dab5baa33b748b5408.
 - Third parameter is 'callback_url' that has value is http://127.0.0.1:3003/api/hook/chat-agent/event-callback.
 - Fourth parameter called 'data'. Its value is a complete JSON string that has all the data you have collected from user of previous steps. Select these parameters order_id and fill with null value if it doesn't have.

###Termination Conditions
 1. If user want to end the chat at any point, you can send a graceful message and '<TERMINATE>' keyword to end the chat.
 2. After final step is completed and must be succesfully operated you can send graceful message and '<TERMINATE>' keyword message to end the chat.

Hi! The Assistant Agent behaviour changed in dev8 to create only one iteration of tool call. Please check out the Assistant Agent doc.

To generate multiple tool call iterations, invoke the agent again with an empty message list on the on_messages method. You can also put the agent inside a round robin group chat to get this iterative tool calling.
