x-add-version does not recognize removed ports

When you remove a port and run x-add-version --all, the port does not gets removed from the baseline.json file

Proposed solution
The entry in the baseline.json file should be removed

Describe alternatives you've considered
vcpkg x-add-version portname reports that the portname does not exist (yeah because it was removed)

Additional context
I don't know if this is done, but it should also be checked in x-ci-verify-versions
