Uptime Robot has strict limits on API calls, see: https://uptimerobot.com/api/#auth

There is no global solution provided by either terraform or opentofu, but some providers handle such cases, example being cloudflare: https://registry.terraform.io/providers/cloudflare/cloudflare/latest/docs#rps

Maybe we could get it here?
