Add Mojito Veil guide for managing flicker #38

The new trigger mechanism needs veil to be handled differently. Adding it to the trigger allows us to:

Only veil relevant pages (unlike Google Optimize)
Configure veil parameters alongside individual tests as needed
Customise veil behaviour to suit a particular test - e.g. on timeout don't activate the test.

We think rather than adding this as a new utility inside the Mojito library, that we should just document the pattern on the site.
