Bug description

As title.

Steps to reproduce

fn f(ref a: String):
  ...

fn main():
  s = False
  f(s)  # error: invalid call to 'f':

System information

Mojo 24.6.0.dev2024120705 (405d1f52) on Docker, Intel Mac
