Topic retry for GA #307

As of today (5/10), we handle HTTP2 GOAWAY based on their status error message (here). There is also a relevant ticket to improve handling this.

But in addition to this retry, we want to think about

what other scenarios we need to retry
how we want to retry: until [a] it works xor [b] the user drops the subscription

This is not only for the Go SDK, so we probably want to start a general doc for retry strategy with streams/topics.
