why x264 chromaloc produces the opposite of the expected results?

i have a file with no defined chromaloc.
this file is then encoded the following way:
x264.exe --crf 0 --colorprim bt709 --transfer bt709 --colormatrix bt709 --chromaloc 0 --output "0.mkv" "test none.mkv"
x264.exe --crf 0 --colorprim bt709 --transfer bt709 --colormatrix bt709 --chromaloc 1 --output "1.mkv" "test none.mkv"
x264.exe --crf 0 --colorprim bt709 --transfer bt709 --colormatrix bt709 --chromaloc 2 --output "2.mkv" "test none.mkv"

test none.zip

the 0 file has meta data for left chroma so the cscaler should move it to the right to correct that
1 is centered and can be scaled directly
2 is UHD top left and should be moved to the bot right

0 looks like it is moved to the left compared to all other
1 looks centered
2 looks like it is moved top right.

how is that possible
why would "all" result move to the place where it should be moved away from?

so either x264 is moving chroma around which is a lossy scaling operation with just a flag or something is not working as expected.
mpcVR does the same thing.

mpv config:

the chance that this is done wrongly on mpv for mpeg2 is +-0%
