Shift name in docker containers and service repositories.

Examples of changes:

dispatcher

github :: mu-semtech/mu-dispatcher becomes semanticworks/dispatcher
docker hub :: semtech/mu-dispatcher becomes semanticworks/dispatcher

login

github :: mu-semtech/login-service becomes semanticworks/login-service
docker hub :: semtech/login-service becomes semanticworks/login

resources

github :: mu-semtech/mu-cl-resources becomes semanticworks/resources-service
docker hub :: semtech/mu-cl-resources becomes semanticworks/resources
