In the 4.1.1 distribution, there is a document “Building ION from source on Windows.pdf”
In that document it refers you to “winion.pdf”, which doesn’t exist in the source directory after installation, nor in the Code tab on Sourceforge..
To report that on SourceForge as a bug or feature request, it wants a “Milestone” – but there is no 4.1.1 group or milestone to select.
So I’m just going to email you directly ☺
So.. bug (?) – winion.pdf is missing but referenced in the other document.
And Feature request: an older version of Alan Hylton’s winion.pdf talks about “some ION tools don’t have a windows version” – my feature request would be for there to be a doicument that explained / listed the capabilities and limitations of the Windows implementation of ION.
(Rationale: although few people have used ION in Windows, there are a lot of potential uses on the horizon I suspect, and, to cite a case, we are now trying to get ION n Windows10 for an instrument project at Princeton where they are using Labview on a Win10 machine to collect data, which we’d like to distribute using ION on the Windows machine.)

winion.pdf does still exist in the "deprecated" folder. It is, however, outdated and we should streamline the instructions into a single document that has the most current instructions.
